Did you know that October is Domestic Violence Awareness Month?
Did you know that Dave Carver, candidate for Mayor of Greenfield, was the first detective assigned to the Domestic Violence Investigation Unit within the Indianapolis Police Department?
It’s true! Dave was offered the opportunity to become the first detective assigned to the unit and worked alongside his academy classmate detective Gina Jones.
In the beginning, there were only 2 detectives assigned to work the entire city of Indianapolis. Dave worked the east side of the city and Gina worked the west side. Obviously, there were far too many calls to investigate domestic violence so as the unit developed, Dave and Gina were called out to investigate the most serious cases. Oftentimes those cases involved violence that resulted in serious bodily harm to the victim and cases where the victim and children needed to be relocated to safe houses and shelters to prevent further violence once the offender was released from jail.
During the first few months of being involved with this unit, Dave created roll call training(s) in order to introduce the unit’s goals and objectives to the men and women patrolling the streets.
Dave also spent time working with the leadership of several domestic violence shelters within the city to include church groups and close coordination with the Julian Center of Indianapolis. The Julian Center, founded in 1975, is the leader in in support services and is the largest shelter in Indiana.
Lastly, Dave attended several Full Faith and Credit conferences in 1995 to learn about how to apply state court orders in the investigation and prosecution of violent crimes against women, imposition of automatic and mandatory restitution on those convicted, and civil redress procedures when prosecutors chose to not prosecute cases.
So how do these experiences apply to a candidate for mayor? Good question!
Very few police detectives are offered an opportunity to help create the unit to which they are assigned. When the Domestic Violence Unit was formed there were no standard operating procedures in place because there had never been such an investigative unit. Essentially, through the work done by both Dave and Gina, the initial procedures were developed and learned over a period. For a leader to develop he/she must follow the Law of Process, which tells us that leadership is developed daily and not just in a day. Leadership is not static and it requires a willingness to continue to learn as well as develop new skills.
Dave has spent the past 37 years developing and displaying leadership traits and skills and is the right choice to lead Greenfield for the next 4 years.
