Did you know that Dave Carver, candidate for mayor of Greenfield, was the 1st Emergency Response professional to research, develop, create, and teach federally regulated and approved safety programs by the Department of Transportation – Pipeline and Hazardous Materials Safety Administration?
Note - Pipeline operators are primarily responsible for managing the flow of oil, natural gas, and other fossil fuel materials that circulate through pipelines.
It's true! Dave was hired by a company that previously provided CFR 30 and 49 CFR part 192 safety information, via mailings, to stakeholders along interstate transportation pipeline systems. However, a pipeline accident on June 10,1999 that occurred in Bellingham WA changed the entire industry. The Bellingham accident conclusions by the NTSB determined ,in part ,that the national pipeline operators should provide more comprehensive stakeholder information than just right of way mailings.
API RP 1162 was created ss an industry consensus standard that provides guidance and recommendations to pipeline operators for the development and implementation of enhanced public awareness programs. It addresses various elements of such programs, including the intended audiences, the kinds of information to be communicated, frequencies and methodologies for communicating the information, and evaluation of the programs for effectiveness.
Dave researched API RP 1162 and both CFR’s and created a public awareness training program that was delivered to community stakeholders across the eastern United States. Stakeholders such as; police, fire, emergency management, town managers, city mayors, local utilities, excavators, and land owners along the right of ways.
Dave has taught this course (over 35,000 attendees) to some of the largest and most well-respected emergency response agencies in the US – FDNY, NYPD, Detroit Fire, Boston Fire, Baltimore Fire, Chicago Fire, Miami Dade County, New Orleans…to name a few!
During his first two years in the industry, he travelled to and taught in 305 locations. He averaged 234 nights a year travelling the eastern United States!
So, why are these accomplishments important for a candidate for mayor?
Great question!
A mayor is responsible for the direction or navigation of the city that he/she oversees.
Leadership guru John Maxwell said “Anyone can steer the ship, but it takes a leader to chart the course” Dave has the experience of working with community stakeholders across the United States. The kind of experience that creates buy in to the goals, directions, or plans of the city. The kind of experience that Greenfield needs – Fresh Face, New Vision!
